Alibaba Cloud Targets Europe and Asia with New Data Centers While Unveiling AI Tools for Video, Multi-Model Routing and Model Monetization

Alibaba Cloud's push into three previously unserved European markets headlines a set of announcements made at the 2026 Apsara Conference in Hangzhou, China, where the company also introduced a trio of artificial intelligence products designed to help enterprises move beyond AI experimentation and into production deployment.

New Country Entries and a Broader Data Center Buildout

Alibaba Cloud confirmed on September 23, 2026, that it will open its first cloud regions in Türkiye, Finland, and the Netherlands within the next 12 months.

The company also disclosed plans to deepen its existing presence in Malaysia, Germany, the United Arab Emirates, France, and Hong Kong. The announcements bring additional weight to an infrastructure network that already spans 107 availability zones across 31 regions worldwide.

Dr. Feifei Li, who holds the dual role of Chief Technology Officer and President of International Business at Alibaba Cloud Intelligence, offered a strategic rationale for the geographic push.

"We are expanding our global cloud footprint to bring computing resources closer to customers and partners, while continuing to evolve our AI technologies to help enterprises deploy models, optimize multi-model workloads, and create new AI-powered applications," Li said during a keynote address at the conference.

Li also described a broader shift in how the company views its own architecture, noting that Alibaba Cloud has advanced from AI-native infrastructure to what it characterizes as an Agent-Native Cloud architecture.

A Platform for Businesses That Want to Sell Model APIs Under Their Own Brand

The first of three new products introduced at the conference is Smart Studio, described by Alibaba Cloud as an out-of-the-box platform that allows businesses to build dedicated Model-as-a-Service platforms within minutes. The product gives customers the tooling to package, price, meter, and bill model APIs under their own brand.

Alibaba Cloud states that Smart Studio's inference architecture delivers up to 505 percent higher throughput than standard open-source frameworks running on equivalent hardware.

The second product, Smart Fusion, addresses a different operational challenge: managing multiple AI models without requiring separate integrations for each one.

Smart Fusion functions as an intelligent routing engine that accepts tasks through a single standard API endpoint and then analyzes real-time dimensions to determine which available models are best positioned to collaborate on a given task.

Alibaba Cloud says the product can reduce token spending by approximately 50 percent while delivering what the company describes as state-of-the-art model performance at lower cost.

The third product, Smart Video, is aimed squarely at short-drama studios and advertisers. The platform allows creators to generate videos up to one hour in length from a single text prompt and to refine those outputs through natural language instructions.

Smart Video supports multiple video models, including Wan, and offers compatibility with more than 20 languages.

Panasonic Partnership Yields Documented Efficiency Gains

Among the enterprise partnerships highlighted at the Apsara Conference, Alibaba Cloud's collaboration with Panasonic Digital (Shanghai) produced some of the most specific reported outcomes. The two companies are engaged in what they describe as a comprehensive digital and AI transformation, built in part on Alibaba Cloud's Bailian platform, also known as Model Studio, which provides secure access to the company's Qwen large language models.

Panasonic has also deployed a set of Alibaba Cloud data management tools, including DataWorks, MaxCompute and Hologres, to construct a custom capability hub. That hub powers specialized AI agents applied across manufacturing, supply chain and corporate functions. The measurable results from this deployment are significant.

Documentation time has been cut by 80 percent through automated meeting minutes. A dedicated tool the companies refer to as the Smart Compare agent has increased contract review efficiency tenfold. The deployment has additionally enabled non-technical staff to perform complex inventory analyses without requiring specialist support, expanding data-driven decision-making across the organization.

Additional Collaborators Span Logistics, Gaming and Entertainment

Alibaba Cloud used the conference to name several other enterprise collaborators alongside the Panasonic announcement. The roster includes Unity China, the logistics company Lion Parcel, Loomi Entertainment Group and SHAKE.

Alibaba Cloud characterized these relationships as illustrations of how its technologies are being applied across software, electronics, logistics, gaming, information technology and entertainment sectors to enhance efficiency and accelerate innovation. Li underscored at the conference that the company's ecosystem of customers and partners plays a central role in converting AI capabilities into concrete business outcomes.

Alibaba Cloud stated that it intends to continue working closely with that global ecosystem as enterprise demand for AI deployment accelerates.
