ECOBLOX and PowerIn Urja have formed a strategic partnership to develop AI data centers and deliver advanced AI neocloud services across India, with plans that scale from a small pilot to as much as 300 MW over the next five to six years.
The announcement, made jointly from Dubai and New Delhi on October 15, 2026, pairs a Dubai-based AI compute infrastructure company with an Indian energy and infrastructure developer in a bid to address one of the defining constraints of India's artificial intelligence build-out: access to high-density, power-resilient compute capacity.
From a USD 50 Million Pilot to a 300 MW Footprint
The collaboration will begin with an initial pilot project of 1 to 2 Megawatts, estimated at approximately USD 50 million. That pilot is intended to set the foundation for a phased rollout of up to 300 MW of AI data center capacity spread across multiple key Indian locations.
The expansion timeline is set at five to six years, with the companies stating that the pace of growth will be driven by business case viability and regional customer demand rather than a fixed deployment schedule. The venture's structure gives PowerIn Urja the majority shareholder position in a joint entity that will build and operate sovereign-ready AI compute infrastructure.
That ownership arrangement reflects the division of labor at the heart of the deal: one partner brings global AI system integration, and the other brings the local groundwork needed to get high-density compute facilities built and powered in India.
Who Does What in the Joint Entity
The agreement draws a clear line between the two companies' responsibilities.
ECOBLOX takes the lead on technical matters: AI infrastructure and data center design, technology stack development, and full-system integration covering GPU cluster design, procurement, installation, and optimization. It will also define operating standards and handle specialized staff training.
PowerIn Urja, by contrast, takes responsibility for local execution. That includes site acquisition, regulatory permits and approvals, power and utility connections, civil construction, local supply chain procurement, and project financing, the practical, ground-level work that determines whether a data center project can move from plan to operation.
Between those two poles sits a band of joint activity. The organizations will collaborate on business planning, on securing enterprise and cloud off-takers, on attracting strategic third-party investment, and on driving long-term managed service operations. The companies describe this framework as complementary and intended to accelerate time-to-market for high-density compute across the region.
Why the Partners Say the Timing Is Right
Executives on both sides framed the partnership as a response to a supply-demand mismatch in India's AI market.
"India represents one of the most dynamic and fastest-growing markets for artificial intelligence, yet accessing high-density, power-resilient compute remains a primary bottleneck," said Doug Makishima, CEO of ECOBLOX.
"Partnering with PowerIn Urja allows us to combine our turnkey AI integration expertise, software stacks, and modular architectures with their unmatched regional execution capabilities. Together, we are eliminating grid and deployment friction to build power-resilient, sovereign AI clouds faster and more efficiently across India."
Raj Basu, Founder and Chairman of PowerIn Urja, described the deal as a marker for India's broader digital ambitions. "Our partnership with ECOBLOX marks a key milestone in powering India's AI-driven digital transformation," Basu said.
"By combining PowerIn Urja's leadership in energy infrastructure, site development, and local execution with ECOBLOX's world-class AI system integration, we are creating a robust foundation for scalable AI neoclouds. Starting with our initial pilot and scaling toward a 300 MW footprint, this joint venture will empower Indian enterprises, startups, and government initiatives with cutting-edge, locally hosted compute capacity."
Turnkey AI Factory Capability Meets Local Development Expertise
The technical core of the partnership is ECOBLOX's turnkey AI factory model, which pairs pre-engineered high-density infrastructure with proprietary DCIM and HPC/GPUaaS software stacks.
That approach is meant to compress the deployment cycle for AI compute facilities, and it is combined in this venture with PowerIn Urja's background in local power and infrastructure development.
The companies say the pairing is aimed squarely at India's rapidly growing demand for sovereign AI and high-performance computing.
ECOBLOX provides critical computing resources supporting enterprise, government, and cloud data center contracts, with a focus on Sovereign Artificial Intelligence and high-performance computing.
Working through an ecosystem of hardware, software, and capital partners, the company enables organizations to deploy cost- and energy-efficient AI infrastructure at scale.
It is an NVIDIA Preferred Partner and won the "NVIDIA Star Performer" 2026 award for the Middle East and Africa. Headquartered in Dubai, UAE, ECOBLOX operates globally across the Middle East, Europe, and North America.
PowerIn Urja's Broader Manufacturing Ambitions
PowerIn Urja is an India-based infrastructure and energy project development company specializing in site acquisition, utility integration, project financing, and large-scale execution.
Beyond the joint venture, the company is the developer of the PowerIn Integrated Manufacturing Campus, or PIMC, described as India's first integrated critical materials-to-products manufacturing complex for energy transition, semiconductor, and AI products.
The campus is planned across more than 300 acres in Maharashtra and is conceived to span a wide value chain: hyper-pure polysilicon; solar and semiconductor ingots and wafers; devices; critical consumables; AI neocloud; energy storage; hydrogen-based devices; photonics; mechatronics; and R&D.
PowerIn Urja positions the PIMC as strategic infrastructure for domestic supply-chain resilience, clean-tech capability, and technology sovereignty, a framing that aligns with the sovereign-ready ambitions of the new AI compute venture.
A Five-to-Six-Year Build-Out Ahead
With the joint entity to be majority-owned by PowerIn Urja, the venture now moves toward executing its pilot, with the wider 300 MW program contingent on the economics and demand signals the two companies cited.
The five-to-six-year horizon, the multi-location footprint, and the blend of foreign technical integration with Indian site and power development place the partnership among the more concrete sovereign AI infrastructure commitments announced for the Indian market.
Both companies' leadership pointed to locally hosted compute capacity as the end goal, delivered, per the agreement, on a phased basis governed by viability rather than a fixed schedule.
