India's PM Modi Opens RBI Data Centre and Cybersecurity Training Institute

The Reserve Bank of India's new Data Centre and Cybersecurity Training Institute in Bhubaneswar, Odisha, was inaugurated by Prime Minister Narendra Modi on October 25. Speaking at the launch, the Prime Minister described the twin facilities as instruments that will fortify India's digital infrastructure and cybersecurity capabilities, calling them a significant move toward a more secure financial system.

He extended his congratulations to the RBI and all those involved in bringing both institutions into operation, saying they would prove "very beneficial for the people of Odisha and the country." Invoking the blessings of Mahaprabhu Jagannath, he remarked that Bhubaneswar was "giving a new institution to the new India."

Cyber Defence Framed as Economic Defence

The Prime Minister drew a direct line between the new institute and the security of the nation's economy. Wars, he cautioned, are no longer waged with weapons alone; a country can also be weakened through attacks on its economy.

As India's economic strength grows, he said, the banking system must be shielded from cyber looters and cyber terrorists. Positioning the facilities within a longer timeline, he characterized the past ten years as the decade of taking banking to those who had been deprived of it, while declaring that "the coming decade is about making banking more efficient and more reliable." The RBI's new Bhubaneswar installations, he said, will be central to building the digital infrastructure and cybersecurity capability that next phase requires.

A Governance Model Measured by Last-Mile Reach

Modi used the occasion to argue that the inauguration reflected a changed administrative philosophy. "Today's program is proof of how the approach to Governance has changed in India," he said, describing a Pro-People, Pro-Active Good Governance model that prioritizes development, expands its scale, and ensures delivery to the last mile.

The markers he listed included expressways now linking small towns, AIIMS-type institutions spreading across many states, medical colleges opening in smaller towns, nearly Ayushman Arogya Mandirs set up in villages, and digital connectivity reaching remote areas. Balanced regional growth, dignity for the poor, and leaving no citizen behind were cited as core aims.

"Making the life of the citizen easier and giving new opportunities to their dreams is now the real purpose of Governance," he asserted, adding that development, for his government, means equitable progress in which villages and small towns share in opportunity.
