Hong Kong-listed 3 E Network Technology Group Limited has shifted its Nordic data center ambitions into a hands-on construction preparation phase, with its wholly-owned Finnish entity Aurora Core Technology Oy now driving localized procurement, regulatory filings, and engineering design across six distinct workstreams.
A Finnish Entity Takes the Wheel
Rather than managing its European AI infrastructure push from Hong Kong, 3 E Network has placed Aurora Core Technology Oy at the center of day-to-day execution for the planned high-capacity green energy data center in the Nordic region.
The company says assigning the Finnish subsidiary direct responsibility for local implementation creates a defined structure for compliance management and capital allocation, which it describes as laying groundwork for potential future regional expansion.
Chief Executive Officer Dr. Tingjun Yang said the approach reflects standard practice for cross-border infrastructure projects.
"With our infrastructure blueprint for next-generation AI computing now established, Aurora Core Technology Oy is taking responsibility for local project implementation as we move into the next phase of our European deployment," he said.
The transition marks a shift from feasibility planning into what 3 E Network describes as the substantive implementation and execution phase.
Cooling, Power, and Hardware RFPs Issued
Among the first tangible steps taken by Aurora Core Technology Oy is the issuance of formal Requests for Proposals for hardware components intended to underpin next-generation high-density computing platforms, including the NVIDIA Vera Rubin architecture.
The procurement scope covers high-capacity Liquid-to-Liquid Cooling Distribution Units, high-efficiency modular Uninterruptible Power Supply systems, and high-ampacity intelligent busways.
The company says these RFPs are built on preliminary vendor evaluations and liquid-cooling parameters that were finalized during the feasibility phase, meaning the current procurement push is informed by groundwork already completed rather than starting from scratch.
Utility Talks Move Toward Binding Agreements
Aurora's execution team has advanced beyond initial power capability studies and is now in active negotiations with a regional utility provider, working toward binding interconnection and capacity allocation agreements.
The discussions center on integrating multi-megawatt grid connections, establishing engineering schedules for concurrently maintainable dual-redundant power feeds, and assessing local power distribution and step-down efficiencies. The company did not identify the utility provider by name.
Environmental Filings Target Enterprise Carbon Standards
Working alongside regional regulators and environmental consultants, Aurora Core Technology Oy is translating earlier baseline environmental studies into formal Environmental Impact Assessment filings.
The metrics under evaluation include liquid-cooling water recycling rates, acoustic management for cooling towers, and lifecycle carbon footprints. The company states the filings are designed to position the facility in line with Scope 3 emissions standards demanded by enterprise clients.
Waste Heat Routed Toward District Heating Grid
Aurora Core Technology Oy has opened commercial discussions with municipal heating providers as part of a waste heat monetization initiative. The program is designed to capture high-grade waste heat produced by the facility's liquid-cooling loops and channel it into the local district heating grid.
The company says the arrangement is intended both to reduce the facility's carbon footprint and to explore potential revenue-sharing mechanisms with municipal partners. No specific heating provider was identified.
Nordic Construction Partners Being Locked In
On the construction side, 3 E Network says Aurora is coordinating with Nordic architectural firms, structural engineers, and Mechanical, Electrical, and Plumbing contractors.
Current priorities include defining load-bearing structural specifications capable of supporting fully populated AI racks and developing construction schedules that account for Finland's winter climate conditions.
The EU Compliance Framework Covers Data, AI, and Physical Security
Aurora Core Technology Oy is building its compliance architecture around a suite of European frameworks, including the EU's General Data Protection Regulation, the EU AI Act, and EN 50600 data center standards.
The company has also confirmed that planning is underway for the procurement and installation of biometric mantraps and physical perimeter security topologies as components of the facility's physical security design.
One Million Dollar Placement Funds Front-End Engineering
The activities being carried out by Aurora Core Technology Oy are financed through net proceeds from a USD 1 million private placement subscribed by a CEO-affiliated entity, with funds directed specifically toward Front-End Engineering Design activities through the Finnish subsidiary. Capital is being deployed across several areas.
Geotechnical site surveys are being commissioned to verify ground-bearing capacity requirements for high-density rack installations.
Climate modeling teams are analyzing a decade of local microclimate meteorological data against the thermodynamic demands of the facility's liquid-cooling systems, with the objective of establishing free-cooling operating parameters that optimize Power Usage Effectiveness.
Regulatory spending is directed at preparing Environmental Impact Assessment technical documentation, including acoustic emission modeling and water recycling verification work.
The Finnish operational group has also retained electrical engineering experts to conduct power flow analysis and short-circuit studies in coordination with the regional utility provider.
