Google has announced a USD 14.91 billion investment in digital infrastructure, clean energy projects, and economic partnerships across Finland over the next two years, marking the company's largest single investment in Europe.

The commitment, detailed by Bikash Koley, Vice President of Google Global Infrastructure, builds on a fifteen-year presence in the country that began when the company converted a former paper mill in the city of Hamina into a data center.

A Deepening Presence Rooted in Hamina

Google's history in Finland stretches back fifteen years to the Hamina facility, which the company describes as a vital hub for its European operations. During that time, the company says it has supported more than 40 social and community organizations in the city while introducing environmental initiatives, including a seawater-based cooling system and an offsite heat recovery distribution network that channels warmth to local homes and businesses.

Between 2023 and 2025, Google's Hamina operations supported an ecosystem of more than 600 Finnish suppliers across construction, operations, and network fiber. The Hamina data center currently employs workers across a range of roles including computer technicians, electrical and mechanical engineers, security staff, catering personnel, and facilities management. The new investment is intended to significantly expand that footprint across multiple Finnish locations.

Economic Impact and Job Creation

According to the announcement, during the initial construction phase in 2027 and 2028, the investment will support over 37,000 jobs nationwide and contribute USD 4.13 billion annually to Finland's gross domestic product. Once fully operational, the new facilities are expected to support thousands of permanent jobs spanning engineering, security, and catering roles. Beyond direct employment, Google is committing 35.56 million to local communities in Hamina, Kajaani, Muhos, and Vaala over the next four years.

That funding is earmarked for education and economic growth initiatives, including partnerships with local colleges to offer artificial intelligence upskilling programs for more than 4,400 workers. The company is also creating new training opportunities for 100 Finnish students aimed at preparing them for future data center careers. The investment is described by Google as intended to help meet growing demand for its core services, including Search, Maps, and its Gemini AI platform, which people and businesses rely on every day.

Clean Energy Commitments and Grid Support

A significant portion of the announcement addresses Finland's energy infrastructure. Google has signed a 22-year agreement to support the life extension of the Loviisa nuclear power plant, a move the company frames as part of broader efforts to keep energy affordable for consumers and invest in clean energy.

The deal with Loviisa represents a long-term contractual commitment to an existing nuclear facility rather than the construction of new nuclear capacity. In addition to the nuclear agreement, Google says it will add new onshore wind capacity in Finland and has contracted for a new 94-megawatt battery storage system.

The battery system is specifically described as a tool to help stabilize energy prices during cold, windless periods, when renewable generation is typically at its lowest and grid stress is at its highest. Google characterizes this combination of nuclear, wind, and battery storage as a portfolio of solutions aligned with its clean energy commitments and designed to further support Finland's national electricity grid.

Environmental and Community Projects

Beyond the energy and economic dimensions, Google is funding environmental regeneration projects near its Finnish sites. The company says it will support the restoration of native forests and wetlands in areas close to its data center locations.

The announcement also describes plans to build accessible recreational infrastructure for surrounding communities, including trails, public saunas, and fishing piers. These community-facing investments are presented alongside the broader economic and energy commitments as part of what Google describes as responsible growth in the region.

The company has previously published what it calls a blueprint for responsible clean energy growth in Finland, reflecting a broader effort to position its expansion as aligned with local environmental and social priorities.

Scale and Significance

The USD 4.13 billion figure places this announcement among the most substantial corporate infrastructure commitments made in Europe in recent years. Google explicitly identifies it as its largest single investment on the continent.

The two-year spending window, with construction phases beginning in 2027 and running through 2028, suggests a rapid deployment of capital across multiple Finnish locations simultaneously. The investment spans digital infrastructure, clean energy procurement, community funding, environmental restoration, and workforce development, touching nearly every dimension of the regions where Google operates or plans to expand. Finnish officials and local municipalities in Hamina, Kajaani, Muhos, and Vaala are among the stakeholders named as part of the company's partnership approach to the rollout.
