Nebius has agreed to become the anchor customer for the AI giga campus under development at Oxagon, NEOM’s advanced industrial city on Saudi Arabia’s Red Sea coast, in a preliminary framework agreement signed with HUMAIN, the artificial intelligence company owned by Saudi Arabia’s Public Investment Fund, and DataVolt, a Saudi Arabia-based large-scale data center infrastructure developer, owner, and operator.
Capacity and operational timeline
The contemplated offtake represents up to 50 MW of capacity, equivalent to half of the initial 100 MW currently under construction at the site. That 100 MW forms part of the first phase’s planned 360 MW.
The proposed capacity allocation is expected to become operational in phases starting in Q4 2027. The deal is the first publicly disclosed customer commitment for the Oxagon AI campus, tying the development’s initial 100 MW under construction to a named offtaker ahead of the phased operational timeline.
Signed on the sidelines of NVIDIA’s GTC Berlin
The agreement was signed on the sidelines of NVIDIA’s GTC Berlin conference. Under the proposed framework, Nebius is expected to deploy NVIDIA-powered computing infrastructure at the campus to meet growing demand for its AI cloud services.
The announcement builds on an expanded partnership between HUMAIN and DataVolt announced in August this year to develop 100 MW of the 360 MW AI-ready data center at Oxagon. The Nebius framework agreement now attaches a first customer to that capacity.
What the executives said
Tareq Amin, CEO of HUMAIN, said the agreement demonstrated international appetite for the company’s infrastructure. “The real measure of AI infrastructure is not how much capacity you build, but the demand you can secure and the value you can deliver,” Amin said. “Advancing our commercial relationship with Nebius as our first customer is a significant milestone for HUMAIN and a clear demonstration of the international demand for the infrastructure we are developing.”
Rajit Nanda, CEO of DataVolt, pointed to cost and speed as the decisive factors in the market for AI computing capacity. “Speed to market and infrastructure cost competitiveness will define the winners in the global AI compute race,” Nanda said. “At Oxagon, we are building at scale, with a clear focus on delivering highly competitive infrastructure costs. By combining Saudi Arabia’s energy advantages with disciplined execution, we are helping create a platform for the Kingdom to compete globally in AI compute, not just as an energy powerhouse, but as an exporter of digital capacity.”
NEOM’s leadership also commented on the deal. “The agreement between HUMAIN, DataVolt, and Nebius reflects growing global demand for AI-ready infrastructure and NEOM’s role in enabling advanced industries,” said Eng. Aiman Al-Mudaifer, MD & CEO of NEOM. “This partnership demonstrates how NEOM is translating its strategic priorities into tangible opportunities that deliver lasting economic impact.”
Oxagon’s case as a large-scale AI infrastructure location
Oxagon is positioning itself as an advanced industrial ecosystem offering the potential to combine low-latency digital connectivity, developed land, and scalable energy within a purpose-built environment. According to the announcement, that combination enables the location to support large-scale AI infrastructure serving customers across global markets.
With the framework agreement in place, the development now has a named customer attached to its initial capacity under construction, with operations expected to begin in phases from Q4 2027.
